basic kayak safety or survival kit

do i need the following in a kayak safety or survival kit.
1. waterproof hand-held vhf radio weather-bands
2. cell phone with waterproof bag
3. bright colored flag or flare kit
4. whistle and horn
5. spare batteries
6. waterproof hand-held gps
7. space solar blanket
8. multi-tool(leatherman type)
9. waterproof flashlight
10. signal mirror or old cd
11. compass
12. spare paddle
13. good rain suit
14. waterproof matches or lighter
15. extra sunscreen
16. water
17. extra hat
18. thermal pack heaters and tube socks
19. multistrobe light
any help would be greatly appreciated.

All I take is a water proof bag(zip lock) for phone and license. Whistle and life jacket, a light if it'll get dark, and thats about it. It depends how far your going and stuff, compass can help if its foggy.

You don't need everything on that list all the time, but at different times of year some of it is good stuff. I always carried a first aid kit when kayaking and it goes with me on the boat now.
